Democrats sweep Washington voters turn on data centers why the pipeline trade may get stronger is this 1998 or 2000? the levels Luke Lango is watching

The political and economic landscape of the United States underwent a seismic shift this week as election results confirmed a decisive Democratic sweep of both the House of Representatives and the Senate. In addition to legislative control, the party secured pivotal gubernatorial victories in traditional Republican strongholds, most notably in Ohio and Texas. In a move that has stunned political analysts, Gina Hinojosa successfully unseated three-term incumbent Governor Greg Abbott in Texas, signaling a transformation in the regional political climate. While the broader markets initially reacted with a standard post-election rally, a deeper analysis of local referendums and sector-specific performance reveals a growing public and legislative backlash against the rapid expansion of artificial intelligence (AI) infrastructure.

Local Referendums and the Anti-Data Center Movement

The election served as an unexpected referendum on the physical footprint of the AI revolution. Across the nation, 41 local measures regarding data center development were on the ballot, with Ohio serving as the primary battleground. Of the 18 Ohio communities that voted on specific data center restrictions or bans, at least 14 passed. These results indicate a burgeoning "Not In My Backyard" (NIMBY) sentiment driven by concerns over energy consumption, land use, and the perceived lack of long-term local employment opportunities provided by these massive facilities.

In Trenton, Ohio, a proposed 18-building campus for Amazon Web Services (AWS) faced a crushing defeat, with 80% of voters supporting a ban on the project. Similarly, in Wilmington, approximately 80% of the electorate rejected four separate referendums aimed at rezoning land for data center development. This localized resistance was mirrored at the state level; in the Ohio Senate race, Sherrod Brown successfully ousted Senator Jon Husted after a campaign that framed Husted as the "face of data centers," a strategy that evidently resonated with a public weary of the industry’s rapid encroachment.

Market Divergence: Utilities vs. Broad Indices

Wall Street’s reaction to the "Blue Wave" has been sharply divided. While the major indices—the S&P 500, Dow Jones Industrial Average, and Nasdaq Composite—all saw gains exceeding 1% in early Wednesday trading, the equities most closely tied to the data center buildout suffered significant losses. Investors are reassessing the valuation of companies that were previously seen as the primary beneficiaries of the AI-driven surge in electricity demand.

Constellation Energy Corp. (CEG) saw its share price tumble by more than 9%, while Vistra Corp. (VST) experienced a 15% decline. Comfort Systems USA, Inc. (FIX), a company heavily involved in the mechanical and electrical systems required for data centers, saw its stock price crater by over 17%. The selloff reflects a growing realization that the path to a fully realized AI infrastructure will be fraught with regulatory hurdles and increased costs. With Democratic governors in Texas and Ohio now responsible for appointing utility regulators, the era of favorable state-level oversight and subsidized grid access may be coming to an end.

The Resilience of the Pipeline Trade

Despite the setbacks for data center developers and their utility partners, the demand for reliable, 24/7 power remains an inescapable reality of the AI era. Industry analysts suggest that if data centers are forced to "pay their own way" rather than leaning on the public grid, they will increasingly turn to on-site or dedicated power generation. This shift is positioning the natural gas pipeline industry as a primary, albeit "boring," beneficiary of the AI boom.

On Wednesday, Energy Transfer LP (ET) announced a definitive commitment to construct a $1.6 billion natural gas pipeline. The project will span 215 miles from eastern Louisiana into Mississippi, capable of transporting 1.2 billion cubic feet of natural gas per day. This infrastructure is specifically designed to meet the soaring consumption needs of liquefied natural gas (LNG) export terminals and the new power plants required to serve hyperscale data centers.

During an earnings call on Wednesday, Energy Transfer CEO Tom Long revealed that the company has secured a 10-year agreement with an "A-rated hyperscaler"—a term typically referring to Big Tech giants like Microsoft, Google, or Amazon. Long noted that the company has signed agreements for more than 9.5 million MMBtu (millions of British thermal units) per day with customers across the data center and power plant sectors. Co-CEO Mackie McCrea further emphasized that the demand for natural gas transportation is expected to grow exponentially as the AI buildout continues, regardless of the political friction surrounding grid-connected facilities.

Midstream Infrastructure as an AI Proxy

The pivot toward midstream energy assets is a theme that senior analysts have been tracking for nearly two years. The logic rests on the premise that while the hardware and software of AI are subject to intense volatility, the physical energy required to run these systems must be transported via existing or new pipeline networks.

Blue-chip pipeline operators have already shown significant strength this year. Enterprise Products (EPD) has posted a 14% return year-to-date, while Energy Transfer has climbed 25%. These performances have buoyed the Alerian MLP ETF (AMLP), which has seen a 16% gain this year and currently offers a yield of approximately 7.8%. For investors seeking exposure to the AI megatrend without the extreme valuations of the semiconductor sector, midstream pipelines offer a cash-flow-heavy alternative that benefits from both domestic industrial demand and the increasing value of U.S. natural gas exports to Europe and Asia amid geopolitical instability.

Technical Analysis: The Philadelphia Semiconductor Index (SOX)

While the pipeline trade gains momentum, the broader AI trade, represented by the semiconductor industry, is facing a critical technical juncture. Technology expert Luke Lango has identified the Philadelphia Semiconductor Index (SOX) as the "make-or-break" indicator for the current market cycle. The index has recently fallen to its 200-day moving average, a level that historically distinguishes between a standard correction and a prolonged bear market.

Lango’s analysis draws a parallel between the current environment and two distinct historical periods:

  1. The 1998 Scenario: Tech stocks experienced a 20% decline followed by a massive 300% rally over the subsequent 18 months. This was characterized as a "growth scare" within a larger bull market.
  2. The 2000 Scenario: Tech stocks fell 20% and then proceeded to crash an additional 70% over the next two years as the "Dot-com" bubble burst.

As of Wednesday, the SOX index sat at 10,203, roughly 5.5% below its 200-day moving average. This puts the index below the 10,300 "defensive" line identified by Lango’s team. According to historical studies of the SOX since 1995, breaks below the 5% threshold are statistically a "coin flip." In seven previous episodes, the index bounced back for an average 12-month gain of 14%. However, in six other instances, the break led to a bear market with average losses of 28%.

Strategic Implications and Future Outlook

The convergence of the Democratic sweep and the localized rejection of data centers suggests that the AI buildout is entering a new, more difficult phase. The "easy" growth phase, fueled by rapid permitting and abundant grid capacity, has been replaced by a landscape where projects will be slower to approve and more expensive to execute.

While a Democratic Congress may attempt to stall permitting reforms, they face a potential stalemate with the executive branch. President Donald Trump, who remains a vocal proponent of industrial deregulation and energy independence, would likely use his veto power to block any federal legislation aimed at curbing AI development. Consequently, the primary "brakes" on the industry will remain at the state and local levels, where voters have clearly expressed a desire for greater oversight.

For investors, the takeaway from this week’s events is twofold. First, the "utility-data center" trade that drove stocks like Constellation and Vistra to record highs earlier this year is facing a fundamental repricing. Second, the "pipeline trade" remains one of the most resilient ways to play the AI theme, as it relies on the undeniable necessity of natural gas as a bridge fuel for the massive power requirements of the next decade.

The immediate focus for market participants will be whether the Philadelphia Semiconductor Index can reclaim its 200-day moving average. A close above 11,684 would signal a confirmation of a rebound, encouraging more aggressive buying. Conversely, if the index stays below the 10,300 level, it would suggest that the AI trade is moving toward a defensive posture, mirroring the structural breakdown seen in the year 2000. In this environment, the AI revolution is not ending, but its economic geography and financial leadership are clearly in the midst of a significant reorganization.
